I think that is a great idea.  The iron on the block will keep them from
sitting on the wall.  The tables will make it look better than the cars and
couches.  Seems to be the right approach. I know a contractor who can give
you a bid, one who works well with block and industrial looking things like
you are proposing.

 

Good luck, the efforts that I put in years ago seemed to not be as permanent
as what you have come up with.

 

Joe is the name of the Multi-housing crime prevention program; he is a big
supporter of architecture that supports crime prevention.  They are not a
punish the landlord arm of the police but a work with to improve group.  You
may want to take him along for support, they are very knowleable and know
how to "communicate" the information and need appropriately within in
guidelines.

I have recieved some great private responses to this issue.   The plan of
attack I have to is to to offer to build a 3 foot "meandering" wall-bottom
half block for sustainability, top half rod iron, to prevent loitering on
the block wall with pedestrian gates.  This will do several things..keep the
parking and car partying out of oak and out of site.  It will hide the trash
from our sight.  It will be architectuallly unique and soften the look of
the barracks.  It will also keep children from running into the street.   I
will also offer to paint the oak side of each apartment different vibrant
colors with artistic touches.  And place a few concrete tables and benches
for picknicks between the fence and the apts so people don't need to put
their couches in front to sit on. I estimated the total cost to be around
12000.  That is 1700 per apt or 570 per dwelling unit. 

 

In the meantime, if you drive by oak, neighborhood services should be called
if trash or blight, the owners should be called if you want to vent, and 911
needs to be called if you see anything "suspicious"  You must use the word
"suspicious" otherwise they will get to it when they get to it.

 

the only thing that would hold up this is if ALL the owners don't want to do
it..
