Sadly, tragically, it takes a long time to process a crime scene.  I've 
seen this happen too many times.  The appropriateness of "the deceased" 
not being covered with a tarp is questionable.  But, remember, in this 
heat, decomposition is accelerated when a cover is in place.  Similar 
to the sweating and ruination of dinner rolls left in a closed car.

Disgusting situation in any case.
