Yeah, because NOBODY would "accidentally" whack an historic structure,  which 
would be incredibly "expensive" and "difficult" to retrofit to "commercial  
standards", to avoid the "expenses".
 
"Heaven forbid" anyone should ever "suggest" such a "thing."
 
By the way, I used to work for Pima County.  We bought a lot of land  after a 
bad flood, including a lot of manufactured homes.  Various  agencies, in 
desperate need of field offices, could find no use for these FREE  buildings 
because it would COST TOO MUCH (over $250K a pop for a 1500 SF  manufactured home) 
to retrofit them with sprinklers, accessible bathrooms, and  all the other 
things needed to make them meet code as commercial-use  structures.  Would you 
care to guess what happened to these manufactured  homes?  By the way, all those 
agencies are still without field  offices.
 
I'm sure such circumstances have no bearing on motive to "accidentally  
damage" an historic structure, leading to an "unsafe condition requiring  
demolition." Nobody would do such a thing, would  they?
