Try calling 602 262 6466 - City of Phoenix, barking dogs line;  there is a prompt (or number) given for crowing roosters.  I believe Joe Aposhian was the Neighborhood Services person sent out to investigate a 'cock' we had crowing in our area for almost one month.  The owner finally killed the cock and made a tasty stew,...maybe peacock soup is also appropriate for this situation, though they are lovely creatures for a rural environment, which would most likely be the best solution for this bird.

  Who does own the peacocks in the neighborhood?
