PRIORITIES:
Priority is to get Doug Lingner's support for overall plan with a
proposed schedule.  He is a strong proponent of the Fairgrounds study,
and heads the Council Subcommittee on Housing, Neighborhoods and
Historic Preservation.

This time slot was originally offered to Encanto-Palmcroft to discuss a
4 story housing development on 13th Avenue and McDowell and related
crime issues.  Since the City Council has "initiated the Historic
Overlay" for some of these lots, this will be a short discussion of the
boundaries and an introduction to the related issues which can be
addressed by greater planning.  The Agenda components came from prior
meetings and suggestions of participants.  I RECOMMEND THAT EACH
PARTICIPANT VOLUNTEER FOR A 1-2 MINUTE DESCRIPTION OF THE TOPIC SO THAT
V/M LINGNER UNDERSTANDS ITS SCOPE AND WHY IT SHOULD BE INCLUDED IN THE
OVERALL DEVELOPMENT PLAN

(Volunteers for each topic proposed are shown in brackets)

AGENDA:
*Extension of Historic Overlay/crime issues (Encanto-Palmcroft)

*Overdue Development Plan for McDowell Road area (boundaries Fairgrounds
to Piestewa Freeway, Thomas to 1-10 or 202?) Should be tied to
Fairgrounds study ($2.6MM funded by Bond issue)

*Residential and Commercial development as impacted by Historic Overlays
    -Working "with" developers for standards (Wayne Murray)

*Inclusion of Affordable Housing (Martin Vogel)
*Transportation issues:
    -Creating a pedestrian friendly environment that promotes
circulation between neighborhoods with trees and shade
    -Traffic/Parking (Historic McDowell Now?)
    -Bus stops and shelters adequate for year around use
    -Connections with Metro Rail
    -Upgrading Bicycle Paths
*Streetlights appropriate to the environment (Wayne Murray)
